Utilities in Georgia and South Carolina have given themselves more time to decide whether Westinghouse Electric's bankruptcy well add four reactors to the long list of abandoned U.S. nuclear projects  
The late March bankruptcy filing came 38 years after the 1979 Three Mile Island accident in Pennsylvania. At that time, U.S. utilities had Nuclear Regulatory Commission licenses to build some 97 reactors. Most were already under constructionbut only 53 were put in service. 
Six of thuncompleted reactors were slated for construction in the Carolinas by Duke Power and Carolina Light & Power – the present day Duke Energy following a 2012 merger.
In 1971, CP&L announced plans to file with the NRC for a permit to build the Harris Nuclear Plant. The permit, issued in 1978, gave permission to construct a four unit nuclear power plant. The company only built one reactor due to changing economic conditions and demand. By 1983 it was clear that one generating unit would meet demand, the utility said, citing a leveling-off of population growth and energy use.

A month after the bankruptcy, construction continues in Georgia and South Carolina under agreements the utilities reached to work directly with Fluor, Westinghouse’s subcontractor on the projects -- the first  U.S. nuclear power plants to be licensed and begin construction in three decades. 
Late last week, the utilities extended the agreements allowing work to continue while the various parties work out Westinghouse's performance during bankruptcy, which would be funded by its $800 million in debtor-in-possession financing. 
This time, however, the interim agreements differ in length, with Georgia Power extending the agreement covering the two Vogtle reactors two weeks to May 12 while South Carolina Electric & Gas and Santee Cooper  extended the interim agreement covering Summer for 60 days until June 26. 
If the efforts are unsuccessful, the four reactors would increase to 48 the number of reactors  with NRC construction permits that were never operated.
